Maybe someone more knowledgable than me can answer me this.

I am wondering why window resizing is slower in, for example, Mail.app but fast
in Safari? Safari surely needs to re-render it's contents when resizing, but
Mail.app wouldn't... Or?

surely you mean less-slow...

mail.app has more UI crap to draw, plus the person(s) who wrote it
kinda sucked (PINE on a telnet link across the Pacific is often
faster).

No, I mean fast. In Mail.app the window lags thee cursor, not so in Safari.
