What is the solution to reading/opening files (major
necessity) from the old Microsoft Works 4.0b software program?

If you're referring to Works 4.0 for Mac, you need to install the Works
converter. Insert the Office X CD, and open the Value Pack. Run the Value
Pack installer. Check "Microsoft Works 4 Converter", and then click
"Continue". When it is installed you should then be able to open those
files in Word using File -> Open.
