What machine are you running, and how much *physical* RAM is it fitted with?
Remember Virtual PC is only emulating a Pentium II machine so you can't
expect it to be very fast, especially if your machine is not too speedy
itself. But the amount of RAM is certainly an important point to check.

"only emulating a Pentium II" shouldn't affect the speed,
although you're right about the RAM.
I've noticed a similarly slow response on my G4 iMac under
9.2.
It seems to be data access that is the source of the
slowdown. Once applications are running their speed is
acceptable but opening them up (and booting XP Pro) are
extraordinarily slow.
I still sometimes run a '95 VPC on the same iMac and that
doesn't seem to have that same slowdown at all.

I am running VPC on an 800MHz G4 Flat-Panel iMac with 1 GB

I have allocated 512 MB to virtual PC also.

I also have a brand new G4 Powerbook, with 640 MB RAM, of which 416
is allocated to VPC 6.1. Very slow performance opening everything;
apps, files, pages, whatever. Is there no solution to this one?

I have powerbook G4 and 1G RAM and same challenge. Virtual PC with xp pro, very slow and very frustrating.
I wish I had never gotten the mac.
