Not entirely.

A Mac usually has a different video connector.

It is possible to run a PC-type monitor on a Mac with provisions.
That is what I am dong right now myself. I have a refurbished IBM 17
incher on my G3-Beige.

First, the monitor must be capable of running off the existing Mac
video ram. Otherwise you have to increase the on board video ram.
Second, you need to purchase a VGA-to-Mac adapter. These often have
mini-dip switches that require being set once. Its relatively simple.

Mouse and keyboard are animals not of the same realm.

There may be some possibility with more recent Macs but not with older
ones. In general the answer is no.

USB based Macs will work with PCs on a USB based KVM switch, ADB will
not (since there is no PC ADB.)

One caveat is that if using USB, any special startup key sequence is
unlikely to work. For example holding down the "C" key to startup using
the CD drive will not work through the KVM switch.
